Roadmap & Issue

The aim of this project is to clarify how the crisis response abilities of the public can be enhanced and what public empowerment policies are successful in realising this aim.

The awareness of the need for community approaches in disaster risk reduction is high. However, insights are lacking into how to turn public empowerment goals into concrete policies and practices. What is most needed in research and practice to strengthen resilience as a co-production of governmental and other organisations with engaged publics?

During the conferences IDCR 2012 and 2014 in Davos this topic was discussed, based on our research results. In addition, in the fall of 2014 the PEP Discussion FORUM was active, focusing on directions for future research and implementation of public empowerment policies for crisis management.

Decisionmakers, researchers, and crisis management and communication experts were invited to take part. The results were utilized in the Roadmap.
